On June 17, 2022,a seminar on Studying and Implementing the Spirit of the 12th Provincial Party Congress and Promoting the High-quality Development of the Chengdu-Chongqing Economic Circlewas held in the N200 Academic Lecture Hall.The seminar was hosted by the School of Economics of Sichuan University, and co-organized by the School of Ecological Civilization Construction in the Upper Yangtze River of Sichuan University, the High Quality Development Research Institute of the Chengdu-Chongqing Economic Circle, and the Urbanization and Regional Innovation Pole Development Research Center.

This seminar was both online and offline,chaired by Professor Gong Qinlin, Deputy Dean of our school.Eight experts from Sichuan and Chongqing made speeches. Nearly 100 teachers and students were present.

At the opening ceremony, Professor Gong Qinlin briefly introduced the experts ， guest leaders and extended a warm welcome to all the participants.

Professor Jiang Yongmu, Dean of our School , delivered a speech. In his speech, he pointed out that it is necessary to actively study Xi Jinping's Thought on Socialism with Chinese Characteristics for a New Era, and to implement the spirit of the 12th Party Congress of Sichuan Province in the construction of the Chengdu-Chongqing Economic Circle. The School of Economics of Sichuan University will also contribute to the construction of the Chengdu-Chongqing economic circle. In the new stage of development, we must focus on the process of modernization, seize the opportunity, think deeply, consciously shoulder the responsibilities of the times, and undertake the historical mission.

Ding Renzhong,deputy head of the Macro Decision-making Advisory Committee of the Sichuan Provincial Party Committee and Provincial Government and Professor of Southwestern University of Finance and Economics,delivered a keynote speech on the "positioning and development goals of the Chengdu-Chongqing economic circle". He talked about the strategic positioning, strategic goals, strategic requirements, strategic tasks and strategic projects of the Chengdu-Chongqing Economic Circle, and explained the relevant documents and policies.

Professor Yao Shujie,Secretary General of the Urbanization and Regional Innovation Pole Development Research Center and a candidate of the Ministry of Education's important talent plan, delivered an online keynote speech on "The Theory and Strategic Path for Promoting Coordinated Regional Development in the New Stage". Combining the profound meaning of the new stage and the theory of coordinated regional development, he proposed to fully implement the new development concept and promote the new development strategy to achieve the improvement and unification of production, ecological, social and cultural benefits.

Professor Dai Bin, Director of the Regional Economy and Urban Management Research Center of Southwest Jiaotong University and President of the Sichuan Regional Economic Research Association, made a keynote speech on "creating the Tianfu Avenue Science and Technology Innovation Corridor and building a modernized Chengdu metropolitan area". Starting from the connotation, function, positioning and current situation of the Science and Technology Innovation Corridor, he proposed six strategic measures for the construction of the Tianfu Avenue Science and Technology Innovation Corridor in the Chengdu-Chongqing Economic Circle.

Gu Zhimeng, Deputy Director of the Political Research Office of the Sichuan Provincial Party Committee, delivered a keynote speech entitled "Several Theoretical and Practical Issues that Need to Be Done in Promoting the Construction of the Chengdu-Chongqing Economic Circle". Based on his own work experience, he analyzed the central tasks, spatial pattern, industrial cooperation and endogenous power of the Chengdu-Chongqing economic circle.

Deng Xiang,Jean Monet Chair Professor of the European Union and Professor of our school delivered a keynote speech entitled On China's Energy Policy Path For the Dual-Carbon Goal.He pointed out that the most critical path to achieve China’s carbon neutrality and carbon peaking lied in the transformation and replacement of energy. To this end, he put forward five policy recommendations for energy transition, including the development of clean coal and renewable energy.

Professor Tang Ya from the School of Architecture and Environment of Sichuan University discussed the contribution of the upper reaches of the Yangtze River to the development of the basin from the perspective of natural and environmental resources.He proposed that we should pay attention to the protection of resources and environment in the upper reaches of the Yangtze River,while promoting the economic development.

Based on the "center-periphery" theory of new economic geography, Professor Yang Yongpan, Dean of the School of Economics and Management of Panzhihua University, launched a study on the path of the Panxi Economic Zone's full integration into the Chengdu-Chongqing Economic Circle.He pointed out that the Panxi Economic Zone should continue to promote environmental regulation policies.The high-quality development of the Anning River Basin should be integrated into the Chengdu-Chongqing economic circle.

Professor Huang Qin from our school made a keynote speech on Building the Second Economic Growth Pole inSichuanProvince at a High Level.

She said that the construction of the "second pole" is a choice to comply with the changing trend of the spatial structure. The South Sichuan Economic Zone has the full conditions to become the second economic growth pole of Sichuan Province. Therefore, it is necessary to further optimize the regional environment of the South Sichuan Economic Zone and strengthen the industrial support.

This seminar has successfully built a good high-end exchange platform for cooperation and exchanges in the Chengdu-Chongqing Economic Development Circle.
