一、背景
中国西部开发研究联合体自2004年成立以来，已在成都、银川、贵阳、西安、兰州、重庆等地连续举办了11届高层次国际学术研讨会，围绕“可持续发展与全球化挑战：中国西部开发的新思路探讨”、“中国西部农村经济与地区可持续发展”、“反贫困与国际区域合作”、“贫困地区发展与和谐社会构建”、“西部大开发八年评估与展望：西部经济全面、协调、与可持续发展”、“改革开放30年：中国西部发展的回顾与展望”、“中国区域发展模式：西部开发十年的实践与探索”、“西部的脆弱性与可持续发展”、“中国西部生态文明与西部城市新区建设”、“新型城镇化与西部大开发”、“拓展区域发展新空间与西部开发”等主题展开研讨。历次会议都得到国务院西部办（国家发改委西部司）和有关部委的大力支持；会议为西部问题的国际学术交流和研究合作提供了重要平台。
2017年1月，国务院批准实施《西部大开发“十三五”规划》，提出培育绿色发展引领区，支持全面小康攻坚区发展，实施筑牢国家生态安全屏障、打赢脱贫攻坚战等重点任务及重大工程。脱贫攻坚与绿色发展成为西部大开发“十三五”期间的重要关键词。在此背景下，讨论中国西部地区的减贫与绿色发展问题具有十分重要的现实意义。
由贵州财经大学、中国西部开发研究联合体、中国区域科学学会西部开发专委会联合主办，贵州省连片特困区贫困与发展协同创新中心、贵州省高等学校人文社会科学研究基地贵州财经大学西部现代化研究中心、贵州大学中国西部发展能力研究中心联合承办的西部开发研究联合体第12届国际学术年会，将于2017年6月24-25日在中国贵州贵安新区举行。此次会议将邀请来自国内、外的著名经济学家、社会学家、政府官员及企业家100人左右参加，共同研讨中国西部发展的重大问题。

The 12th Annual Conference of the Consortium for Western China Development Studies
Gui-An New District, CHINA

1 Background
Since its establishment in 2004, the Consortium for Western China Development Studies (CWCDS) has organized 11 conferences at Chengdu, Yinchuan, Guiyang, Xi’an, Lanzhou, Chongqing on themes “Towards a New Paradigm for Developing Western China: Meeting the Challenges of Sustainable Development and Globalization”, “Rural and Sustainable Development in West China”, “Anti-Poverty and Regional Cooperation” , “Poverty-stricken and the construction of harmonious society”, “Assessment of Western China Development and Future Prospects”, “Opening and Reform 30 Years: The Retrospect and Prospects of Western China Development”, “China Regional Development Model: Ten Years of Western China Development”, “Vulnerability and sustainability of Western China Development”, “Eco-civilization and urban new districts construction in Western China”, “New urbanization and Western China Development”, and “Expand new space of regional development and Western China Development”. The conferences have received great support from the Office of Western China Development and some other government agencies. The conference has become one of the important platforms for the international exchanges and collaborations on western China studies.
In January 2017, the State Council approved the 13th Five-Year Plan of Western China Development, which proposed to cultivate pilot region of green development and to develop comprehensive well-off crucial area. Some key tasks and major projects such as building the national ecological security barrier and wining the fight against poverty were put forward in the plan. Poverty alleviation and green development has become important missions for the western development during the 13th Five-Year period. In this context, it is of great practical significance to discuss poverty reduction and green development in west China.
Guizhou University of Finance and Economics, jointly with CWCDS and the Western China Development Committee of Regional Science Association of China, will co-organize the the 12th Annual Conference of the Consortium for Western China Development Studies in Gui-An New District, China from 24th to 25th June 2017. We expect that about 100 participants from universities, research institutions, government agencies and business sectors within and outside of China will attend this conference. The conference is expected to serve as a platform for scholars and government officials to exchange their research and development plans on Western China.

4 Abstract Submission
Interested participants, including specialists, scholars, government officials, entrepreneurs, PhD candidates, and representatives of other organizations, should send an abstract of no less than 300 words to the Program Committee at greenchina@vip.163.com along with the name, title, affiliation, and contact information of the author(s). The Paper Review Committee will screen all the papers and will send each author a notification of paper acceptance, together with an invitation letter. Confirmed participants should submit a completed paper in time.
5 Publication
(1) Delivering the conference proceedings at the conference;
(2) Publishing a formal conference proceedings;
(3) Recommending the selected papers to several peer-review journals.
6 Important Dates
